How to Build a Clear Procurement Requirement
Practical steps for specifications, supplier evaluation, records and delivery controls.

Procurement quality depends heavily on the quality of the requirement. A vague request produces quotations that are difficult to compare and deliveries that may not meet the real need. The following approach works for routine institutional purchases and can be adapted, with appropriate professional review, to more complex procurement.
Describe function and acceptance
State what the goods or services must achieve, required quantities, delivery points, dates, compatibility needs, packaging and acceptance checks. Refer to applicable standards without unnecessarily restricting competition. Separate mandatory requirements from preferences and identify who can approve an equivalent product.
Compare complete offers
Ask suppliers to respond in a consistent format. Consider total delivered cost, compliance with specifications, delivery capacity, warranty, after-sales support and documented experience where relevant. The cheapest headline price is not necessarily the lowest operational cost. Define the evaluation method before offers are opened and apply it consistently.
Protect the audit trail
PPA Ghana’s manuals emphasise documentary records as evidence for decisions and accountability. Keep the request, approvals, solicitation, clarifications, evaluation, contract, delivery documents and payment evidence together. For public procurement, use the current law, thresholds, standard documents and directions issued by the responsible entity and the PPA.
Manage delivery as part of procurement
Confirm the delivery plan, responsible contacts and inspection method before dispatch. Record shortages, damage or non-conformity promptly and follow the agreed remedy process. Close the purchase only after acceptance evidence and the required documents are complete.
