Standards, licences, permits, contract requirements and internal policies are different instruments, but all can affect how work is performed. Organisations need a reliable way to identify what applies, obtain the current version, assign actions and retain evidence. This guide is a management framework, not a determination of legal obligations.
Build a controlled requirements register
For each activity, product, project and location, list the authority or owner, requirement, source link or document, responsible person, evidence, review date and status. Distinguish mandatory obligations from voluntary standards and customer requirements. Have qualified advisers confirm uncertain legal interpretations.
Use authoritative and current sources
The Ghana Standards Authority develops, publishes and promotes national standards and provides access through its catalogue and library. Regulators and contracting entities publish other requirements within their mandates. Record the edition or effective date and monitor changes; an old downloaded copy may no longer be sufficient.
Turn requirements into operating controls
Translate each applicable requirement into specifications, purchasing checks, method statements, inspection points, training or records. Assign one accountable owner and identify who verifies completion. Where certification or testing is required, confirm the appropriate scope and competent provider rather than assuming that a generic certificate covers the product or service.
Review evidence and correct gaps
Schedule reviews based on risk and change. Sample real records, observe work and speak with the people performing it. Record gaps, immediate containment, root cause, corrective action, owner and due date. Confirm effectiveness after closure rather than treating a signed action list as proof.
